
Program Manager, Ecosystem + Partnerships
We are seeking an experienced and motivated Program Manager to join the Ecosystem and Partnerships team. In this role, you will be responsible for designing, implementing and managing key programs and initiatives that support tech ventures across various stages of their development, delivered in collaboration with ecosystem partners. The role involves building and maintaining strategic partnerships that help Innovate BC achieve its goals. A crucial aspect of this role is designing and executing strategies to collect market information and intelligence from the ecosystem to inform decision-making and enhance program effectiveness.
The ideal candidate is strong relationship builder, effectively engaging with our partners and companies supported through Innovate BC’s programs. They must demonstrate ability to think strategically and make data-driven decisions that align with organizational goals.
Compensation: $76,000-$94,000
Reporting to: Director, Partnerships
Location: Vancouver, BC
Work Arrangement: Hybrid role with a requirement to work in-office at least 2 days per week
Employment Type: One-year contract with option to extend
What You Will Be Doing
- Lead the end-to-end management of ecosystem development programs, including planning, budgeting, and execution.
- Collaborate with stakeholders to design initiatives that address ecosystem gaps and align with Innovate BC’s strategic objectives.
- Ensure programs are inclusive and accessible across the province, including regional diversity and equity-seeking groups.
- Oversee the drafting, review, and execution of contracts related to partnership programs, ensuring they follow agency policies, strategic objectives and meet program requirements. Ensure compliance with contract terms and conditions will be a critical responsibility for this role.
- Implementing systems and procedures to ensure optimal program performance and efficient program administration.
- Develop program budget requirements and oversee individual program partner budgets, ensuring financial accountability and sustainability of programs
- Develop and implement frameworks to track program performance and measure outcomes.
- Regularly report on KPIs, including company growth metrics, investment attracted, and regional/sectoral impact.
- Use data-driven insights to refine program delivery and ensure alignment with strategic goals
- Design and execute strategies to collect and analyze market information and intelligence from the ecosystem regarding available programs and support to BC tech companies (support ecosystem mapping)
- Produce reports, share insights, and provide recommendations for decision-making and program improvements.
- Regularly feed data, metrics, program success stories and impact to marketing and data departments.
- Build and maintain strong relationships with ecosystem partners, including accelerators, incubators, post-secondary institutions, and industry associations.
- Act as a key point of contact for program partners and participants, providing guidance and support to ensure their success.Facilitate regular meetings, workshops, and forums to align efforts and share best practices.
- Represent Innovate BC at industry events and stay up to date on industry trends

What You Will Need
- Post-secondary degree in business administration, economics, communications, data science, market research, or related discipline OR an equivalent combination of education and experience.
- A minimum of five years’ experience in program design, management or delivery; or a closely related position, demonstrating progressive responsibility
- Proficiency in using data visualization and analytics tools and software to extract meaningful insights and inform program improvements.
- Sound understanding of budgets, contract development and negotiations, advanced planning, organizational, analytical, and administrative skills
- Strong communication, facilitation, interpersonal, supervisory, and leadership skills
- Working experience and/or relationships in the BC tech and innovation sector or government is an asset
