Call for Proposals

Web Summit – one of the world's leading tech and innovation conferences – is set to take place in Vancouver, British Columbia in May 2025, 2026, and 2027.

In support of Web Summit Vancouver, Innovate BC, a crown agency of the Province, is seeking to work with ecosystem partners to deliver a Sector Development Program aimed at maximizing benefits to B.C. companies under the banner of ‘Road to Web Summit Vancouver, Presented by Innovate BC (R2WSV)'. 

About the Road to Web Summit Vancouver 

R2WSV is a multi-year initiative aimed at leveraging Web Summit to attract investors, acquire customers, and drive growth for B.C. companies. As part of R2WSV, Innovate BC will work with partners across the ecosystem to develop and offer a comprehensive suite of events and programming that can support B.C. companies to capitalize on the opportunities available through Web Summit Vancouver.

Opportunity: Become a delivery partner for R2WSV and help prepare B.C. tech companies for the global stage

Innovate BC is looking to partner with ecosystem organizations to deliver R2WSV programming including one-time or multi-day events, series, training, development programs, and pitch competitions. We aim to engage with partners that can also maximize participation from founders across British Columbia’s various sectors, regions, and diverse communities (including Indigenous, women, newcomers and people of colour).

There are three streams for applicants to consider based on their funding requirements, activity types and objectives (an overview of each stream is available below):

  • Community Partnerships (in-kind)
  • Events Partnerships (funding)
  • Program Partnerships (funding)
Objectives

In support of the Sector Development Program, this call for proposals seeks to identify and support initiatives within the province’s innovation ecosystem that can provide tailored support services, resources, and expertise to technology ventures and entrepreneurs as part of R2WSV.

These activities should be designed to equip ventures with the necessary tools and knowledge to successfully secure new investment, attract and retain customers, expand into new markets, and enhance their overall competitiveness, capitalizing on the opportunities available through the Web Summit Vancouver conference in 2025. Ultimately, the goal is to enable B.C. technology and innovation companies to achieve sustainable, long-term success by addressing their specific needs and challenges at various stages of their growth and development.

All proponents must meet the criteria and reporting requirements as detailed by Innovate BC, and programming must be delivered between January and May 2025.

Deadline: The deadline to submit a proposal for the Sector Development Program – Road to Web Summit Vancouver is December 20, 2024, at 11:59 p.m. Pacific time.

In addition to the above: opportunities for programming participants to apply for inclusion in the BC Pavilion at WSV Speaking opportunities for Innovate BC or Web Summit Corporate; event and financial report Up to CAD $10,000 in matched funding
Program Partnerships Targeted, hands-on programming for high potential ventures, tailored startup development programs In addition to the above: opportunities for program participants to be showcased in or pitch at the BC Pavilion at WSV Speaking opportunities for Innovate BC or Web Summit; comprehensive report CAD $10,000 - $25,000* or more in matched funding.

*Proponents seeking more than CAD $25,000 in funding may be required to provide supplementary information prior to moving to contract as well as submit additional post-event reporting.

Eligible Programming Activities & Costs

Programming is expected to be delivered between January 2025 and May 2025, must meet the objectives, and cannot be strictly networking events. Eligible activities can include one-time or multi-day events, learning series, skills development and training courses, export readiness programs, pitch competitions, and tailored services. Activities may be in-person, virtual or in a hybrid model.

Eligible Costs: Program costs, staff or contractor fees, speaker fees, venue fees, AV equipment and other direct costs tied to the program or event execution.

Ineligible Costs: Hospitality costs including travel, food and beverage.

The primary target audience for programming participants are B.C. technology and innovation companies that  

a) meet the requirements for the Web Summit Startup Program:

  • have a unique software or hard technology solution or product in working order
  • be an independent company and not a subsidiary or a larger organization
  • have a working website
  • have a functioning MVP or prototype

OR

b) are high-potential ventures looking to secure investors and expand markets, and are well positioned to capitalize on Web Summit Vancouver as a platform for growth.

Proposals must adhere to the following guidelines:

  • Preparation for Web Summit Vancouver: Clearly demonstrate how the proposed activity will better prepare participants for Web Summit Vancouver.
  • Target Audience Description: Describe the target audience(s), including growth stages, sector, industry, region(s), and/or community group(s) as relevant.
  • Cost Breakdown: Provide a detailed breakdown of costs by category, including in-kind support and industry funding.
  • Environmental Scan: Include an environmental scan to identify similar activities and ensure the programming is additive or identify opportunities for ecosystem partnership delivery.
  • Participant Information and Impact Measurement: Detail how participant information will be collected and outline an approach for measuring and reporting program impact, including medium-term outcomes.
  • Submission Requirements: Proposals must be no longer than 5 pages. Submit your proposal via the application form.

Selection of R2WSV partners will depend on multiple factors including but not limited to programming objectives, target audience, overall cost and funding requested, region(s) of delivery, content, duration and schedule. Preference may be given to:

    • Collaborative models for service delivery
    • Consortiums of partners capable of delivering the program across the entire Province

This opportunity is open to individual organizations or consortiums of partners, including industry associations, educational institutions, incubators, accelerators, and other relevant organizations.

To be considered for funding, proponents must:

  • Be located in British Columbia;
  • Have a proven track record in delivering similar events, programs, or services to that included in the proposal
  • Provide a clear plan for integrating DEI principles into the program

Proponents agree to:

  • Work with IBC to tailor programming as needed, including content, participant engagement (surveys), promotional strategy, resourcing, and timing
  • Provide IBC with complete programming and participant data
  • Agree to collaborate with Innovate BC to integrate the use of data and services platforms (including but not limited to the IP Hub, Capital Compass, etc.) managed by Innovate BC into their programming, when appropriate
  • Acknowledge Innovate BC as a funding partner in all public-facing materials
  • Submit budget reporting in alignment with IBC reporting requirements
